Approved Technologies

The SAFETY Act provides two levels of liability protections for approval: Designation and Certification. By obtaining either Designation or Certification, companies obtain a level of legal protection in case their technology is ever put to use during a terrorist attack. See below for a list of approved technology certifications.

International Business Machines ("IBM") provides Global Name Management (the "Technology"). The Technology is a software solution designed to improve the accuracy of name searching, transliteration and the quality of identity verification initiatives by providing ranked search results of names based on linguistic, phonetic, and specific cultural variation patterns. The Technology also includes several ancillary services such as installation, maintenance, and training. This Designation and Certification is specific to Federal government deployments.


IBM Corporation

Approved: June 02, 2016 | Expires: June 30, 2021

International Business Machines Corporation provides the IBM Security QRadar Security Intelligence Platform (the “Technology”). The Technology is a set of products that enable security and network professionals to comprehensively prevent, detect, and remediate security incidents and policy violations through a single console for a customer’s security operations. The Technology also includes the Seller’s standard one-year warranty, the development of in-person training materials, as well as related support and maintenance services.

Approved: December 11, 2014 | Expires: January 31, 2020

International Business Machines Corporation provides the Risk Assessment Platform (“RAP”) system (the “Technology”). The Technology is a system of integrated hardware, software, and services incorporated into an operating framework that can provide authentication and risk assessment information to the Transportation Security Administration (“TSA”). The main technical components that comprise the Technology are the TSA Consolidated Screening Gateway, the TSA Secure Flight program, and the TSA Transportation Vetting System. The Technology also includes installation and configuration, training, and maintenance services.

The IBM Corporation provides the Automated Commercial Environment ("ACE"). ACE is an integrated system of Commercial-Off-The-Shelf ("COTS") software, hardware and infrastructure merged with custom built software. ACE is designed to provide the capability to access data in the international supply chain to anticipate, identify, track, and intercept high-risk shipments.

International Business Machines Corporation provides the Risk Assessment Platform (RAP). The Technology combines commercial-off-the-shelf hardware and software, proprietary software, commercial data, and associated services. This system can provide authentication and risk assessment information to the United States Government Customer for analysis and possible action regarding terrorist threats. The Technology also includes consulting, customer workshops, user education, and training.

IBM's Digital Video Surveillance with Capture and Management (DVSCM) consists of technology and services required to implement stand-alone or integrated surveillance systems, mobile or stationary, that handle the digital capture and management of video, audio and positional data.

International Business Machines Corporation’s First Responder Interoperability Solution (FRIS) connects multiple government agencies through existing computer systems by using a web-based hub that allows users to send messages to other agencies or jurisdictions regardless of their existing systems or equipment.
