Approved Technologies

The SAFETY Act provides two levels of liability protections for approval: Designation and Certification. By obtaining either Designation or Certification, companies obtain a level of legal protection in case their technology is ever put to use during a terrorist attack. See below for a list of approved technology certifications.

Michael Stapleton Associates, Ltd. provides Explosive Detection Canine (“EDC”) Teams. The Technology is single-purpose explosive detection canine teams comprised of one handler and one canine. It is deployed to Government and commercial customers to locate stationary explosives in vehicles, cargo, luggage, and boxes. The Technology includes the recruitment, hiring, and training of the employees providing these services. The Technology does not include deployment of armed security personnel; detection of person-borne explosives or crowd screening where detection is performed through use of a canine following explosive scents to distant or moving targets; actions initiated by the Seller’s clients after an initial canine alert on an object; or, emergency response procedures established by the Seller’s individual clients.

Approved: August 28, 2024 | Expires: September 30, 2029

Michael Stapleton Associates, Ltd. d/b/a MSA Security, operates as a provider of Certified Cargo Security Facility-Canine in accordance with directives the Transportation Security Administration (TSA) issued for the screening and securing of cargo which will be transported on passenger and all-cargo aircraft. To provide the Technology, the Seller must comply with all related statutory, regulatory, and program requirements for screening of air cargo, intended for transport via aircraft operating pursuant to a TSA-approved or accepted security program. Authority to provide the Technology is provided via written approval from TSA.

Michael Stapleton Associates, Ltd. provides SmartTech® Explosives Detection System. The Technology is a remote system allowing for the transmission of X-ray images to a remotely located bomb technician who provides immediate safety advice for the X-ray machine operator. The Technology also includes the recruitment, hiring, and training of SmartTech® personnel.

Michael Stapleton Associates, Ltd. provides Explosive Detection Canine ("EDC") Teams. The Technology does not include deployment of armed security personnel, or detection of person-borne explosives through the use of a canine following explosive scents to a distant or moving source.

Michael Stapleton Associates, Ltd. provides Certified Cargo Security Facility-Canine ("CCSF-K9") services. The Technology operates under the Certified Cargo Screening Program – Canine ("CCSP-K9") and is a TSA initiative to provide TSA-Regulated Entities the option to screen air cargo for unauthorized explosives, incendiaries, IEDs, or other destructive substances through the use of Certified Third-Party Canine-Cargo ("Certified 3PK9-C") teams.

Michael Stapleton Associates, Ltd. provides Explosive Detection Canine Teams and SmartTech Explosive Detection System (the “Technology”). The Technology also includes the recruitment, hiring, and training of the employees providing these services. The Explosive Detection Canine Teams component of the Technology has received SAFETY Act Designation and Certification. The SmartTech component of the Technology is a system that allows for the transmission of X-ray images to a remotely located bomb technician who provides immediate safety advice for the X-ray machine operator; this component of the Technology has received SAFETY Act Designation.
