Designations

For Designation as a Qualified Anti-Terrorism Technology (QATT), a technology must demonstrate effectiveness during operational testing or through prior use. Designation provides limited liability for third-party claims arising out of the deployment of the QATT with respect to an "Act of Terrorism." The maximum liability is determined by DHS, and the Seller is required to maintain liability insurance at that level. Other protections include immunity from punitive damages. A full Designation normally lasts for 5 years and can be renewed. Any technology deployed during its period of Designation is protected for the lifetime of its deployment.

Leidos, Inc., a Delaware corporation provides the VACIS XPL Passenger Car Inspection System, a non-intrusive inspection system used for scanning motorcycles, passenger cars, and buses. The Technology comes in fixed (XPL or Plaza XPL), and mobile (MXPL) configurations.

The Technology is physical security project management, and trained, unarmed security officers, at shopping mall facilities throughout the United States. The Technology includes security operations supported by onsite management and regional offices.

Staff Pro Inc. d/b/a Allied Universal Event Services provides Event Security Services. The Technology provides physical security and crowd management services at sports, entertainment, convention, and special event venues using unarmed security personnel.

VMD Systems Integrators, Inc. provides Screening Partnership Program Services, Airport Passenger and Baggage Screening Services. The Technology is provided under the Transportation Security Administration’s (TSA’s) Screening Partnership Program (SPP). It consists of trained and certified personnel who conduct passenger, airport employee, and baggage screening in accordance with TSA guidelines and standard operating procedures.

Rohde Schwarz USA, Inc.

Rhode & Schwarz USA, Inc. and Rohde and Schwarz GmbH and Co. KG (Munich, Germany) provides QPS201 Security Scanner. The Technology is a millimeter wave Advanced Imaging Technology personnel screening system that detects anomalies on a person. The system consists of two flat panels that a person stands between for scanning and a computer and the complete system contains no moving parts. The scanner uses a machine learning algorithm to identify anomalies on a person and highlights the location of the anomalies on a generic avatar. The determination of whether an anomaly is a threat is dependent on the customer’s concept of operations, and outside the scope of the Technology. CakeBoxx Technologies, LLC provides CakeBoxx High Security Containers. The Technology is line of secure two-piece shipping containers consisting of a deck and lid that have no doors. The Technology also includes technical documentation, user manuals, and a warranty.

The Technology is the Applicant’s implementation of the National Football League’s (NFL) Best Practices for Stadium Security, resulting in a program comprised of a comprehensive program comprised of threat and vulnerability assessments, security planning, physical and electronic security equipment, tools, emergency planning processes and procedures, and properly trained personnel, and which covers the entire Hard Rock Stadium property, including the seating bowl and suites, gates, loading dock, inner and secondary perimeters, field, locker rooms, areas housing utility and mechanical systems, command center, and parking areas.

Locke Funeral Home, Inc

Locke Funeral Home, Inc. and Locke Funeral Services, Inc. provide a Certified Cargo Screening Facility. The Technology is designed to aid in meeting the congressional mandate that 100 percent of cargo placed on passenger airplanes be screened. The Technology falls under a Block Designation Notice BD-19 in accordance with the Transportation Security Administration’s (TSA) Certified Cargo Screening Program at TSA-approved Certified Cargo Screening Facilities.
