Developmental Testing & Evaluation (DT&E) Designations

Developmental Testing & Evaluation (DT&E) Designation provides protection during further testing or trial deployment of a technology to collect additional efficacy data necessary for a full Designation. DT&E Designation provides liability protections similar to a full Designation but with certain limitations and constraints and has a limited term for testing or evaluating the technology (presumptively not longer than 36 months). SAFETY Act liability protections associated with DT&E Designations will apply only to acts that occur during the period set forth in the particular DT&E Designation.

The Technology is software, architecture design, and associated integration services that provide interoperability and multiple levels of cyber security to protect the Smart Grid Cyber Infrastructure. The Technology also includes technical documentation, including requirements, design, configuration, interface controls, testing, operations, training, maintenance, and warranties.


The Port Authority of New York and New Jersey

The Port Authority of New York and New Jersey has undertaken an initiative that has been publically designated as the "PATH Tunnel Erosion Protection" Project. The Project involves the installation of a Technology designed by the Port Authority, which will be placed on the riverbed above the public transportation tunnels and is designed to mitigate certain damage to the tunnels. The Technology also includes selection of the subcontractors responsible for the manufacturing and implementation of the Technology.

The Technology is a non-intrusive, mobile radiation scanning device used for screening linearly arranged shipping cargo containers, in stacks up to four high, for the potential presence of radiological threat substances. The Technology also includes the Technology integrates optical character recognition (OCR) cameras.


Smiths Detection, Inc.

Smiths Detection, Inc., provides the Bio-Seeq® PLUS PCR Bio-Identifier. The Technology is a portable biological agent identification instrument used to screen suspicious powders for bacterial and viral biological warfare agents. The Technology uses LATE-PCR (Linear After The Exponential-Polymerase Chain Reaction) to replicate a specific genomic region from a target bacterial or viral agent and attaches a fluorophore to the newly replicated genetic material to allow for detection. The Technology can perform up to six distinct assays simultaneously. Included in the Technology are single-use assay cartridges for performing assays as well as operator training, training materials, maintenance services, technical documents and manuals, and a warranty.


Takasyu Co. Ltd.:Manhole Cover Security System

Takasyu Co. Ltd. provides Manhole Cover Security System. The Technology is intended to prevent unauthorized access to underground critical infrastructure by securing manholes. The manhole cover is intended to be lifted using a hydraulic jack and opening tool. A single, authorized person can rapidly (in approximately five – nine minutes) lift the manhole cover.

Sonic Works, Inc. provides HarborWatchTM Underwater Security System. The Technology is a sonar based device that makes use of an array of acoustic transceivers. The Technology also includes an operator visualization system, installation, periodic maintenance, and user training.


L-3 CyTerra: OptEXTM Explosive Trace Detection System and Services

L-3 CyTerra provides the OptEXTM Explosive Trace Detection System and Services. The Techlogy is a desktop explosives detection system. It is designed through use of a desktop unit, a wand, and a sample wipe to detect explosive related substances on objects down to nanogram levels. Maintenance, customer service, attendant services, quality control services, training services, manuals, checklists, and all relevant documents are also included as part of the Technology.

The Technology is an aboveground fuel storage tank used to store petroleum products and comprises an inner steel tank encased in a reinforced monolithic concrete enclosure. The Technology is designed to withstand the impact of a vehicle or ammunition in accordance with the Underwriters Laboratories 2085 Standard and carries the Underwriters Laboratories Listing Mark. Additionally, the Technology is designed to withstand the effects of blast pressures typical of a man-portable improvised explosive device detonated at a standoff distance of 5 feet or a vehicle-borne improvised explosive device detonated at a standoff distance of 20 feet. The Technology includes a warranty; inspection and maintenance performed by the user in accordance with Seller recommendations; and associated technical documents.
