Developmental Testing & Evaluation (DT&E) Designations

Developmental Testing & Evaluation (DT&E) Designation provides protection during further testing or trial deployment of a technology to collect additional efficacy data necessary for a full Designation. DT&E Designation provides liability protections similar to a full Designation but with certain limitations and constraints and has a limited term for testing or evaluating the technology (presumptively not longer than 36 months). SAFETY Act liability protections associated with DT&E Designations will apply only to acts that occur during the period set forth in the particular DT&E Designation.

The Boeing Company Approved: January 14, 2013 \| Expires: January 31, 2016 The Boeing Company provides Passive Millimeter Wave Imaging System ("PMMWIS") Intellectual Property. The Technology is the intellectual property associated with the PMMWIS set to be delivered to and finalized by the United States Navy. The intellectual property includes: design specifications, prototype hardware, and a test plan. The Technology also includes the process by which the Boeing Company produced and vetted the specifications, prototype, and any modeling, simulation, and test activities used to verify the design of the PMMWIS.
4D Security Solutions, Inc. Approved: December 21, 2012 \| Expires: December 31, 2015 4D Security Solutions, Inc. provides Wisdom, a software platform designed to provide operators with real-time situational awareness information collected from a network of sensors. The Technology is compliant with Security Equipment Integration Working Group ICD-101B open communication interface standard and includes a user's guide, installation, training, maintenance, and help-desk services.
Chemring Detection Systems, Inc. Approved: October 01, 2012 \| Expires: October 31, 2015 Chemring Detection Systems, Inc. provides JUNO® (the "Technology"). The Technology is a hand-held vapor detector designed to detect various Toxic Industrial Chemicals, Chemical Warfare Agents, and other potential threats. The Technology also includes optional training and a user’s manual
Lockheed Martin Corporation Approved: August 13, 2012 \| Expires: September 30, 2015 Lockheed Martin Transportation and Security Solutions provides the Next Generation Identification ("NGI") System and Services (the "Technology"). The Technology provides the FBI Criminal Justice Information Services Division ("CJIS") a framework for fusion of multimodal biometrics and enhancements in various identification and investigative technology. NGI delivers automated fingerprint and latent search capabilities, electronic image storage, and electronic exchange of fingerprints to law enforcement agencies and other authorized criminal justice partners.
High Rise Escape Systems Inc. Approved: August 01, 2012 \| Expires: August 31, 2013 High Rise Escape Systems, Inc. provides the Guardian and Responder. The Technology is an emergency evacuation system that serves as an alternate means of egress from buildings up to 999 feet tall. The Technology includes the Evacuation Suit, Controlled Decent Device, Multipurpose Portable Davit Anchoring System, and Life Box.

The Technology is a deployable multi-touch display system that enables, supports, and improves operations and training by immersing users in a virtual representation of their actual or simulated operating environment.
MLB Approved: June 28, 2012 \| Expires: July 31, 2014 The Office of the Commissioner of Baseball (“MLB”) provides its 83rd MLB All-Star Game Security Review and Oversight Activities, for the 83rd MLB All-Star Game to be held on July 10, 2012, and the associated Home Run Derby to be held on July 9, 2012, at Kauffman Stadium in Kansas City, Missouri (collectively, the “2012 All-Star Events”). UPDATE: This Developmental Testing and Evaluation Designation was amended on June 27, 2013, to include the 84th MLB All-Star Game Security Review and Oversight Activities, for the 84th MLB All-Star Game to be held on July 16, 2013, and the associated Home Run Derby to be held on July 15, 2013, at Citi Field in New York, New York (collectively, the “2013 All-Star Events").

The Technology is a suite of services for the installation, operation and maintenance of non-intrusive security inspection systems at sea ports. The Technology includes selection, installation, operation and maintenance of security screening equipment and ancillary components as well as inspection area design and personnel management.
Regal Decision Systems, Inc. Approved: November 04, 2011 \| Expires: November 30, 2014 Regal Decision Systems, Inc. provides Evacuation Planning Tool. The Technology provides evacuation modeling for sports stadiums through use of a simulation model that evaluates pedestrian flow using a graphical interface which incorporates site-specific population, building specifics, and emergency management information. The Technology uses algorithms for computing the evacuation planning results in both 3D animation and statistical reports for analysis. The Technology also includes the qualified personnel who collect customer data and use the Technology to produce evacuation modeling results for a customer.
Raytheon Company and Raytheon UTD Inc. Approved: September 13, 2011 \| Expires: October 31, 2014 Raytheon Company and Raytheon UTD Inc. provide the Controlled Impact Rescue Tool. The Technology is a hand-held excavation tool for emergency rescue in urban environments.
